At the top is the Patron who is also the head of the Section called (Presbyter). According to Kenya Assemblies of God administration, the Presbyter heads a minimum of six churches. Under him id the Chairman, vice chair, Secretary and Treasurer.  The four are the technical committee that is involved with the day to day running of the project. The four leaders work with the members of the committee appointed from their local Assemblies to represent their church in TOSDEF. All pastors in the Section forms the board of management where decision made by the technical committee and ratified by the committee must be endorsed by the board of management.
